Infoguide on the Accessibility Improvement Act (BFSG)

On June 28, 2025, the Barrierefreiheitsstärkungsgesetz (BFSG) will come into force, which will significantly advance digital accessibility in Germany. This law obliges companies to design their digital products and services in such a way that they are accessible to all people, including people with disabilities.

What is the BFSG?

The BFSG transposes the European Directive (EU) 2019/882, known as the European Accessibility Act (EAA), into German law. The aim is to remove barriers and ensure that digital services can be used by everyone.

Who is affected by the BFSG?

The law is aimed at manufacturers, retailers and service providers who offer products or services to consumers. These include, among others:

  • Hardware and software: computers, tablets, smartphones and operating systems
  • Self-service terminals: ATMs, ticket machines and payment terminals
  • Telecommunications services: Websites and apps from telecommunications providers
  • Banking services: Online banking and other digital financial services
  • E-commerce: online stores and electronic commerce services
  • Micro-enterprises with fewer than ten employees and an annual turnover of no more than EUR 2 million are partially exempt from the requirements.

Accessibility requirements

Products and services are considered barrier-free if they can be found, accessed and used by people with disabilities in the usual way, without particular difficulty and generally without outside help. This includes, among other things

  • Perceptibility: Content must be designed in such a way that it can be perceived by all users, regardless of sensory limitations.
  • Usability: All functions must be operable for all users, for example through keyboard navigation.
  • Comprehensibility: Information and user interfaces must be understandable, e.g. through clear language.
  • Robustness: Content must be robust enough to be compatible with different user agents, including assistive technologies.

Our practical example:

A practical example of the implementation of digital accessibility is the integration of the Eye-Able® assistance software. This tool enables users to adapt websites to their individual needs. Functions such as contrast changes, adaptive magnification and color fading filters significantly improve accessibility.

We have already implemented Eye-Able® for our customer “Deine Wasserpartner vor Ort” in Paderborn to make their website barrier-free. A symbol at the edge of the screen allows visitors to the website to adjust the settings according to their needs, which significantly increases user-friendliness.

Conclusion:

The entry into force of the BFSG in June 2025 marks an important step towards greater digital inclusion. Companies should use the remaining time to make their digital offerings accessible. Tools such as Eye-Able® offer effective support to meet the legal requirements and enable unrestricted access for all users.
